I am directed by Mr. R. S. Hudson to refer to your letter of the 21st September and to note that the Secretary of State for the Colonies is prepared to ask the Governor of Hong Kong to make arrangements for advances to His Majesty's Trade Commissioner at Hong Kong as required.

Mr. Hudson concurs in the proposal that amounts so advanced should be adjusted subsequently by payment by the Department of Overseas Trade to Hong Kong funds with the Crown Agents for the Colonies on receipt of claims from the Governor supported by receipts from the Trade Commissioner and that the Governor should not be required to accept any responsibility for the disbursement by the

Trade Commissioner.
